The story is narrated entirely in the past tense โ€” Gavin Maxwell is recounting past events. 'Emerge' is the present tense form. The simple past is 'emerged'. In a relative clause ('that emerge'), the verb still needs to match the tense of the main narrative. All action verbs in this story should be past tense.

NCERT original: The creature that emerged from this sack on to the spacious tiled floor of the Consulate bedroom resembled most a very small, medievally conceived, dragon.
